I live in Pittsburgh and watch the Pirates... trust me, we are not losing on purpose, the team just isn't good

It doesn't sound like the article is saying that the Pirates are losing on purpose. It certainly says that they are purposely finding cheap players to keep their expenditures down. That has certainly lead to them losing... So I think the OP may have a point.

They can't even develop their own players. That franchise is a joke. God knows why they haven't been taken from their owner.

sounds to me more like they just dont care to put a competative team on the field? dont understand why you wouldnt wanna be competative but its not against the rules to sign only second rate players
